Tom: I don't think the Savage is "too light and underpowered for this type of riding". I put over 30,000 miles on an '87 with a normal passenger(s) + gear load of 350 - 400 lbs and it did just fine. It even did well riding 2-up with a total load of over 500 lbs.
Darrell: Try your Savage for a while, get a cheap windshield, maybe get a gel seat or just give your passenger a pillow. Saw one couple who used a little air pillow with two straps glued on to hold it in place. Put the straps under the factory seat and it didn't move. Total investment less than $10 and comfort improved greatly. If it dies, it can be replaced at any sporting goods store or department store.
Decide for yourself if the Savage is the bike for you but give it a chance to prove itself first.
